Usually when dimensioning, do we use "fractional", or "decimal" unit';s fomat in Imperial System drawings?
I read some drawings, some are in fractional units, others are in decimal units. which one is more common and general.
Is it right to say that different companies have different regulation?

You are right. Both are common used dimension styles. Fractional style is used for dimensions without tolerance. Decimal style is used for dimensions with tolerance. They may be used in a drawing at the same time.
