First, you have to create a new assembly, or open an existing assembly.  Then you can insert a new part using the assembly reference to define the origin.  The insert part command is
[b]Insert, Component, New Part[/b] in the menu bar.  Then enter the new part name, and select a reference plane or planar face in the assembly to position the new part.  After that, part environment is activated.  You can create your part as in the bottom-up method. Once you finish your part, then right click any where in the graphics window, and select Edit Assembly from the context menu to return to the assebly environment.
